To compare the value of the Internet to the value of heat and a/c seems a
gross overstatement.  For many businesses, the value of an Internet
connection is difficult to measure at best.  Even in a research
organization, where the Internet is likely to be useful on a daily basis,
research could be accomplished without a tool like the Internet.  But
without heat and a/c  your computer will not operate and you are out of
business.

I think it would have been more productive to sincerely attempt to answer
Mr. Tennant's question.
