public funds to help ANS develop VPN Services????

Why would NSF have paid up to $40,000 for mailbridge connection equipment of a
mail bridge connection (presumably to NSFnet) at Mitre in McLean VA?  NASA
Ames I understand, but why Mitre?

This was in a memo from eric aupperle to elaine brock april 12 1989.

Why would MERIT in its proposal of 8/13/92 (18 month extension) ask NSF to pay
for the development of virtual private network services by ANS?  Isn't this
something that will benefit ANS's ability to sell to COMMERCIAL clients?  Why
should taxpayers fund such ability?

Why (as far as I can tell from the documents I have in hand) did NSF ACCEPT
VPN design as a task that it would fund MERIT for?

Finally the first five years of the MERIT coop agreement had a review panel
that gave shinning marks to MERIT's outstanding achievement for the first 18
months operation of the backbone in may of 1989.  Panel members were:  Alison
Brown, Ira Fuchs, Doug Gale, Henry Schaffer, Joeseph Choy, John Postel, Tony
Villasenor and Joyce Kauffman from Johns Hopkins.  (Joyce is the only name I
don't recognize.)  NSF was kind enough to send me the complete review. Wonder
how long we'll have to wait until the review becomes available for NSF 93-52
(vBNS component)?
