Actually, this makes a very good point. I believe that the Scope of the
CoVis AUP very clearly points out one of the points made in the draft.
Since CoVis is driven by NSF, the NSF AUP applies. When the NSFnet component
scales back to the vBNS, then CoVis may need to redefine its scope to include
a larger view of the (hopfully) global Internet.
