Barry, I don't think that any of need your lecture since it was not
relevant.  What I was asking was:  Why should the CIX consider XXXXX an
ISP, not why should they get something for "free".  I never suggested that
at all, so why focus on it.  Instead, why not focus on the primary point of
my question: Doesn't this policy actually work AGAINST the widespread use
and deployment of the Internet?
