$10k is comperable to the install cost of an office, 56k line,
midsize terminal server, a couple of PCs, office hardware, business
license, and the phone lines.
If CIX membership _is_ a solid requirement for a startup, then that's
a barrier to entry in areas which can only support that sort of
startup (haven't attracted any of the big boys yet). As it is
right now, it's not a solid requirement, so providers can get away
with not buying in at the start. As I have said repeatedly, I'm
reasonably sure these smallish providers are not opposed to the
CIX concept and if offered an intermediate service level they could
afford they would jump at the opportunity.
Take a list of the top 10 shell and IP providers and look at the total
area covered. Lots, but not everything. Until that becomes a lot
closer to everything those sorts of providers will want to start up.
And I can't blame them. There are a lot of people the Internet
Industry can't serve yet, and if the CIX starts to become a barrier
to them getting that service then it's not a good thing.
