Vadim, you forget to mention that there are no agreements on traffic
exchange associated with a MAE-East connection except bilateral ones. 
This makes the MAE-East interconnect a very different beast than the 
CIX industry association where the physical interconnect is in the
end just a side effect of the traffic exchange arrangements.
