My question was phrased as a question as to whether we were <elegible> for
membership, rather than whether we <should> join. Basically, his answer
was that if we're providing service to geographically diverse locations....

I said "so two POPs 20 miles apart counts" and he said "certainly". That
was enough for my purpose, so I dropped it there.
