 Maybe Gordon will correct me, but I as recall there are applicable
 laws governing the use of federally funded networks.  In fact, I
 believe I remember seeing usage language in some HPCCI bill.  Does
 this allow gov't networks to join?

The view is that governments are special cases, exception text will
have to be written.  This was discussed somewhat in a NSF sponsored
meeting in DC this week, the CIX is viewed as a pool of routes, and neutral
territory, if the government needs to create a legislated/policy restriction
for some reason than they do so on their interface.  But we don't have to
live with a backbone that has explicit restrictions as we currently have it.
This whole concept is parallel'ed in Peter Ford's proposal (presented
at IETF) for the NEX.

The CIX views itself as a cooperative "backbone" owned by the membership
to evolve as needed.  The minimum interconnect is 56kbps.

 Will you have anything to do with setting standards?  If so, do you
 think such membership requirements are defensible?

I think we're looking for CCITT, ISO, and ISOC to set standards.  I
believe that the membership requirements are defensible if you can
realize that they were cooperatively reached and wording isn't 100% cast
into concrete.
