Sean Doran correctly observes that the CIX Association singles out one
direct-connection member, ANS CO+RE, with policies that do not seem to
apply to other direct-connection members.

In order to make sure that we abided by its rules, we asked the CIX
Association for clarification on its policies regarding connectivity.
As far as I know, we have still not received any formal response to
our letter, which is ten days shy of being a quarter-year old.

With regard to the perception of potential CIX liability for NSFNET
AUP violations, I am puzzled. The traffic from the CIX-ANS
interconnect at ENSS187 has nothing whatsoever to do with the NSFNET
Backbone service -- all traffic that crosses that interconnect is
registered as (AUP-free) ANS CO+RE traffic. If the CIX is indeed
worried about this, a letter by the CIX Association to Steve Wolff of
NSF asking for clarification is, I suspect, the fastest way to reach
resolution on the matter.
