At last a couple of questions that are really easy to answer :-).
No, no.

Ebone is dead anyway.

It is quite "legal" for a CIX member to provide transit to the CIX for
other CIX members (for example our current US line terminates in Falls
Chruch and Alternet provides us transit (thanks) to the CIX). As has
been said numerous times CIX members have only commited themselves to
route traffic to direct customers of CIX members.
