A caution to Internet providers

A friend has been reading the book _America Calling_, which discusses
the history of telephones before 1940. One of the ways the Bell
System established its monopolies was by convincing the government to
mandate higher quality than any of its competitors could supply. I
think this should be a lesson for Internet providers who don't route
to one place or another for various policy reasons.
