"Federal funding will. . . guarantee a market for commercial high speed
networking services, thus stimulating private sector investment in
multigigabit networking. The technology and standards developed will be
available publically and will be applied quickly by private companies
building multi-gigabit networks. At present the private sector is
reluctant to make the multi-billion dollar investments needed to build a
national multi-giagbit network, in part because the technology has not been
demonstrated and the market has not been proven."
I can understand and appreciate Federal Funding for gigabit R&D, but
Federal Funding to "...GUARANTEE A MARKET FOR COMMERCIAL HIGH SPEED
NETWORKING SERVICES..." ?
Isn't necessity and need the mother of invention and market?
Do we have a Government style Craig Fields maneuver going on here ?
