Ah, but CI$ doesn't need full IP connectivity to get full email
connectivity; all they have to do is buy IP (or uucp, or...) service
and get their mail forwarded.

I *can* see someone who sells some interactive service over IP wanting
to be able to sell to the customers of the onlines.  Of course, with
the interfaces the onlines currently have, it'd have to be something
that could run over a straight telnet or FTP session.  But such things
are still regrettably rare.

I'd bet the effort of doing this, and doing it again for each new
provider that came online, would come to more than $10k.  I don't
think there's *anybody* with enough weight to throw around to be able
to make this kind of demand.  About the only one that comes to mind is
ANS, and we all know how that turned out.  ;-)
