My point was that the ISP's costs are all flat rate, so the ISP could
charge a flat rate -- not that the telco cost to you would be flat rate.
I should note, however, that all telcos that I know of DO offer a flat rate
service -- it's called a leased line. So, if you find yourself paying too
much per month in per minute charges to call your ISP, then switch to a
leased line. Yes, the telco's charges are steep (too steep) but you can
flat rate it.
