I do NOT think that the CIX should reflect usage.  But, how is it's fee
determined?   Let's see... BARRNET connects up Stanford to the net.
Barrnet pays their $10K fee.  Stanford has THOUSANDS of IP addresses.   The
WORLD pays the same fee but has hundreds of IP addresses.  So, the fee is
not based on bandwidth, nor is it based on number of IP addresses, so what
IS it based on?   If thousands of IP addresses from *ONE* user is ok, then
why are a hundred if resold not ok?  The whole talk about the load of
reselling etc. is utter bs when you look at the load from one university
connected to the net.   There is some other reason for the CIX' pricing
structure and restrictions....????

It actually seems more to me that the whole reason for the CIX is to keep
the member's business going the way it was.   It's a trade association
designed to keep out anyone that doesn't want to do business the way they
want you to do business -- ie. if you're going to undersell them, then get
away from here, kid you bother me.

I'll repeat my question from days ago...

What does your $10K go to pay for?   What backbone services/nets/comm-lines
does CIX pay for?   ?????????


I have no problem with CIX per se, and if and when I sell IP services, I
might join -- but because it's the only game in town and I'd be forced to
join.  However, I do know of some nationwide backbones installed and about
to be sold....  hmmm....
