The CIX and collectively owning the backbone

In the initial announcement of the CIX Association there was an 
invitation to national and international internetworking providers to 
join the CIX Association and hence the CIX and CIXNet.  This invitation
is very real.

CIX/CIXNet is a step on a path towards joint ownership of what is 
classically called "the backbone" though the concept of a single 
"backbone" has been dead for almost two years - much to the chagrin of some.

The goal is direct control of the policies and the future of a backbone 
by the users through actual membership and votes.  While this is not a 
novel approach - it is different than what we have had in the past and 
what is being proposed by others.

I have seen this mentioned in a few policy papers, it has never 
developed in various discussions - it is now here.
