Uhhh Kent, I believe thevery next sentence in my post was something to
the effect:

a non gov't agency cix of course isn't subject to FOIA.
I *DO* know THAT!
I went looking for the post to see what I DID write just now and can't
find it which makes me nervous, because it is conceivable that I got
distracted and didn't complete writing what I intended to. Don't think this was the case however.
