It depends on how much you use it. In California the local dial rate is
$.01/min. 8-5 weekdays. This really isn't too bad. In Bell Atlantic it is
$.05/min. which makes it very expensive.
The other thing to consider is that your networking software/hardware should
be making connections only when you have something to send. Why tie up an
expensive channel that you aren't using.

There are some flat rate tariffs. I heard that you can get residential ISDN
in Atlanta flat rate for $45 per month. Pac Bell has proposed a residential
tariff that is usage based between 8-5 weekdays and flat rate outside of
that time. I think that is a pretty good approach.
By the way if you call Bellcore at 1-800-992-ISDN they will send you a book
of all the ISDN tariffs in place in the U.S. today.
