Erik,

We asked for clarification from the CIX Association on its policies
regarding connectivity among CIX Members and ANS commercial customers,
so that we can properly observe its rules and regulations.  The
relevant excerpts from our letter (sent on 1/7/94) are:

     There is an apparent discrepency between paragraphs 9 and 10 of
     the CIX Association membership agreement we signed on 19 November
     1993 and the enclosed "working definition" which you e-mailed me
     on 30 November 1993.  We request clarification with respect to
     this so-called "backdoor" issue.  Specifically, may a CIX member
     announce to the CIX the routes of, and will the CIX pass traffic
     to and from, a third party service provider who is not a CIX
     member?

    Some of our customers have asked us questions relating to these
    issues and we are unprepared to respond.  Therefore, I would
    appreciate a timely response to this letter.

            Here's a working definition...  Bill

    All customers of a standard CIX member have access to the CIX
    except for "resellers" of IP service.  "IP service" is defined as
    direct TCP/IP access to the Internet with the assigning of a IP
    network number to an individual or organization.  As such any
    customer of a CIX member who is an IP reseller will not have
    access to the CIX for itself or for the indviduals or organizations
    it provides service to.
