Gordon,
There is nothing in the NAP model which precludes CIX operating
on top of NAPs. The discussions on NAP models resulted
in a less restrictive model, with explicit accommodation of
coexisting models (such as the CIX model). Additionally,
there is also nothing which precludes the CIX from interconnecting with
NAPs.
The NAPs are designed in support of low level interconnectivity
which in turn supports building a routable Internet. As such, they
are neutral wrt business models.
There does not appear to be anything about NAPs which run
counter to the CIX charter or could be construed as a "CIX Killer".
As an organization of like-minded Internet service providers, they have
significant value, and as such I don't think the CIX is in any
danger of being "killed".
The NAPs and CIX are not antithetical despite their frequent portrayal
in that light.
