If the NAPs were to kill the CIX, does that mean that settlements between
carriers would be pervaisive?
What would a settlement based network look like?
What kind of economic resources would go into imposing them?
Can a LARGE network service provider like an AT&T, an MCI, or a Sprint impose
settlements easier than a smaller provider like PSI or UUNET?
Would settlements shift even more power into the hands of the largest network
service providers?
If so could network wide settlements policies ever be viewed as restraint of
trade?
