This isn't uncommon, the costing mechanisms still need some bugs shaken
out.  A library in Hawaii ran an analog (9.6) circuit into our place in
St. Louis last week.  I don't know all their reasons, but they decided
on the private circuit.  I tried it out and it turns out to be a fairly
perky line, of course there is only one hop.

Since DRA isn't in the networking business, they didn't pay any "network
charges."  The line costs are between the library, and the phone company.
DRA just supplies some floor space, a network port, and an electrical plug
in St. Louis.  We just double the size of our computer room, so we've got
plenty of space :-)

A couple of months ago Steve Wolff suggested we pick our aphorism, and live
by it.  I like Carpe Diem (or maybe I just like Robin Williams).  But the
libraries have gone several routes.  A few have bought a service and asked
for delivery via the Internet on an experimental basis.  But other libraries
(even some with an existing Internet connection) have installed a private
circuit.  No, DRA isn't pushing private circuits.  Heck, we even included
the names of the various mid-levels and other providers when sending out
network information.  We an equal opportunity provider.  You pay for the
delivery and we'll provide the data any way you want.
