It  has  been  some  time  since  I last played with fp-extensions under
Apache,  but  the Apache server-module is available as source.

This is taken from the mod_frontpage.c:

The  source  code  for  the  module  is  part  of  the server extensions
distribution - see http://officeupdate.microsoft.com/frontpage/wpp/platforms.htm

Note  that Apache 1.3 isn't even listed and when I last installed the fp
extensions on a Apache server, it was in fact with a 1.2.x release.

So maybe, the module is broken for Apache 1.3 ?
