GNU Tar has it by default that it will not tar into absolute pathnames,
unless you specifically ask it to with --absolute-path, it also will *not*
even untar(extract) something tarred with absolute paths into those paths
unless
you also specify the same option, that makes GNU tar a *little* more safe,
although the circumstances brought up were pretty extreme.
