According to the Win95 TCP developer, this is not correct. He said:

"The fix that we released on web is for win95/osr2 machines. Released
winsock2 binaries contain vip.386 that already has this fix (I just looked
at the code), so if you are running winsock2, then you don't need any
additional fix to solve this problem."

So, it seems like there _ought_ to be a different explanation for whatever
is being observed. Hints, guesses, etc. would be appreciated.
