Umm, PGP will fix that problem entirely. :)
I doubt it, although I'd be interested in the specifics of your idea.
There was a discussion on cypherpunks a while back about trying to
have the list server software enforce various things using PGP. The
long and the short of it was that all of the proposals had flaws.
