Walter and co.,

I just created a phantom on LCN10637863 by adding a $c to the 049.  
However, this didn't happen when I added 049s ($a and $c) to my serial test 
records (see Stephanie's test puppies).  I'm not sure what this distinction 
is...if a 049 exists without a $c and you add one, the system thinks it's a 
holding...but if you add a 049 $a and $c, it doesn't create a phantom.

     I've found that I can cause a record that was not exhibiting the
phantom holding phenomenon to do so by adding a $c to the 049 field.
It appears from my brief sampling that records without 049 $c's are
not causing the phantoms to appear; can others confirm or deny?
