I don't know why, but CSSA had a ridiculously high permission level. I've
reduced it to where just about everyone can get to it. DART and DSTOP are
the keyword display codes in the menu. They just display them. I think
they're hard coded into the system somewhere. Whether they are/were in the
system that indexed them I'll have to ask Ridgeway about.
