I don't think you're missing anything. I think you've identified the way
to fix the fields manually. My presumption was that eventually we'd send
our database someplace and get back a nice clean authority database to work
with nice legal tags.

Ask Geac how they do this in the first place and pray we don't need to
write another spec for them. It's possible that having the appropriate
values in the table we send to them for the final GMA is all we need to do.
