I'm not sure what this means. If we have a tape in hand, then we will need
to write a whole separate loader spec for it since it clearly is _not_ our
standard OCLC tape. How are their locations handled? How do we deal with
Dibner records overwriting MIT records? Many, many, many other questions
occur to me that I won't go into.
If a whole separate loader spec would be needed for a Dibner load, then
our Expansion Table clearly _won't_ come into play and _again_ the second
institution code would not be a problem.
