Given Matt's response that the tag stripping table can't handle
stripping based on indicator values, his only remaining suggestion was
to make sure they weren't included in B.Index. These, then, are the
tags/indicator values we need to exclude:
086 1, 0,1,2,3,4,5
600, 610, 630, 650, 651 (indicator 2) 1,2,3,4,5,6,7,8
