Her rejection letter was certainly polite.  She's leaving the door open to work together in the future.  Perhaps you spent too much time up front before knowing whether it was a go.  That's not her fault.

All you really owed her was your estimate/evaluation.  Would have been fine to stop there until she made a decision.
