I found the solution to our problem. The problem lies on the
client side. The problem is with the vdhcp.386 file (Version 4.10.2161).
When Microsoft added its new IPAutoconfiguration to its TCP/IP stack
they also modified the DHCP driver to give it a fake lease, creating the
problem. The solution is to use Version 4.10.2014 of the VDHCP.386 file
before they added this functionality. I have tested this and it works!
The leases stay consistent and don't increment with each boot.
Thanks for all your Advice!
Ron G.
