This is not a short-term solution, but I believe that in the long run it's
one of the better approaches, and it has worked for us: Make sure your pay
is among the highest available, be free with perks as a reward for
exceeding expectations, and carefully monitor your atmosphere to keep the
attitude up and the moaning down (since you can't legislate those things,
you have to spend a great deal of time in person helping to create the
atmosphere). What happens is that the tech jobs gradually come to be among
the most sought-after on campus, and then you can be real picky about whom
you hire. Once that cycle starts, it's partly self-perpetuating: you get
really good, responsible people who don't need much supervision and
contribute to the positive atmosphere; the atmosphere and reputation
attract more really good people.

I don't know if this is helpful, and it's hell of a lot of work if you're
starting at the beginning (we did), but this philosophy has turned our
service point's service and reputation around.
