Yes. We have seen periods of time when file sharing applications such as
Kazaa, Morpheus, Gnutella, Audiogalaxy, and others were consuming so much
of our Internet capacity (even with QoS policies to shape their aggregate
volume) that we had to create new policies for applying bandwidth
reservations for other application classes. Otherwise, some applications
would experience bandwidth starvation. Instant messaging was one of these
classes.

It's important to understand that most of these applications go beyond
sharing just MP3s - they share video and image formats as well. The list of
applications is as long as your arm. The most common that we're seeing
right now are those mentioned above. Beyond that list, we have seen
Aimster, DirectConnect, Limewire, Hotline, Yaga, and CuteMX on occasion.
There's plenty more of them out there than that.

It's not a server issue. It's a bandwidth issue. We limit the aggregate
volume that these applications can consume.

We are working on that now. We will eventually introduce day of week
policies as well.
