At Northeastern we disble the messanger service on our Winnt lab machine.
This stops anyone abusing the netsend functionality.
I'm not sure about Win95/98, I think it's possible enabled through
winpopup, but I'd have to check on that.
Running a reg-hack will solve the problem for you.

Yes I have seen it before.. about 4 years ago when I lived in the
dorms... I believe it all is based on the SMB protocol... (You can send
messages out from Linux, Solaris, or anything that runs samba too)...
Probbaly the only way to shut it down is to block the smb ports
(137,139?). But doing so will also kill all your windows shares if you
have any...

When it happened in the building I was in, it was only for a couple of
hours or so.. If I recall you have to have a sort of client to receive
the messages. If people do not have windows file and print shareing
enabled, they probably won't see it.
