Steve,

Under Windows 95 (and 98 also, I think) the clients must be running Winpopup
to allow Windows Messaging.
In Windows NT/2000, the functionality of Winpopup is provided by the
Messenger service.

If you want to stop receiving messages you could close or disable these
programs/services.  Aside from that, these messages are sent via Netbios,
and appear to be peer-to-peer after the Netbios name resolution has been
completed (e.g. client contacts master browser and resolves the name of the
destination machine(s) and then direct communcation takes place between the
sender and recipient).
