  We have had a similar problem at The Citadel ever since Windows 95 came
out.  We as Techs always hoped and prayed that simply removing and
reinstalling the TCP/IP protocol would fix the problem, but as your Techs
have discovered, reloading Windows was more often than not the only solution
that worked.
  Then one day one of our guys was searching the Microsoft Knowledgebase on
this issue and came across a very simple and effective solution for this
problem that didn't require reinstalling Windows.
  Simply removing/uninstalling ALL network components then removing a few
registry keys prior to rebooting solved the problem every time so far.
  The following link gives detailed instructions.  Notice how the title of
the article is so obscure...?  Typical Microsoft!

Hi all,

One of our student consultants who does repair work for us has recently
noticed an interesting (and concerning) trend in regards to computers
brought in for repair. I will copy below his remarks about the problem. All
of the computers he refers to
belong to students who live in the dorms and are registered on our dorm
network.

Please let us know if you have experienced similar issues or have any
suggestions.
