Typically through the Public Utilities commission. I did find a reference from Red-Sky (a e911 equipment provider) http://www.redskye911.com/e911-resource-center/state/new-hampshire-e911-legislation That there is no current legislation in act for New Hampshire. That being said, what you should do, and what your're required to do, are two different things.
