Try using the AutoIt scripting language.
You can embed files directly into the compiled .exe file and then have the
script extract them to a location of your choosing. I use this method a
lot.
The AutoIt scripting language also has a lot more functionality than batch
files. You can also port Windows Script Host scripts into AutoIt or
directly call existing scripts.
