I was sharing a summary of everyone else's results, and they in turn were
using peak bandwidth numbers.
Your own is ~133 kbps/student. If you didn't have the Procera in place your
numbers would be much higher.

Well, averaged over what time period?
We have about 3K resident population and have a 95th percentile usage
just north of 400Mbps. We are starting to peak one of our commodity
links so that value might be somewhat higher, but typically this is only
the 10PM-2AM window (kids will be kids).
We use a Procera for shaping and prioritization, but do address the
"hogs" with a 24-hour data quota. We do nothing to the first 4Gb,
allowing for some smoking "occasional" downloads/uploads, but then apply
rate limits in a graduated fashion at 8/12/16Gb. Very few reach the
last tier, a handful may reach the 2nd tier, and perhaps 100 pass the
4Gb marker. Netflix is a monster :)
We used to set limits lower (it wasn't long ago that we were extremely
bandwidth limited, but the ensuing backlash did result in some
additional bandwidth funding). Resnet/Campus share the same pipes, but
Resnet demands are considerably higher and we are looking at shifting
some of the cost burden in that direction if they want to continue the
expansion (currently paid out of campus budget).
