Piggybacking on what Scott mentioned earlier about UCSD, we have extensive portions of our network that are Cisco only, and as far as I know have not seen personal WAPS cause any significant disruption. What kind of network drops are you experiencing? Our network group uses port security to guard against rogue DHCP, and limits the number of devices that can connect through them directly to 5 devices within an hour, but that does not impact the personal WAPs who are handing out private addresses.
As others have said, we don't *officially* allow these WAPS in these areas, but we don't spend much effort hunting them down unless they call attention to themselves...which is fairly rare.
