Here at Stanford, we do not restrict nor strongly discourage the use of
personal WAPs. We do not yet offer a secure SSID (coming soon), so for
the most part, the only people deploying WAPs of their own are the ones
who have poor coverage for some reason or another (we have some much
older buildings, and the brand new LEEDS buildings are tough too), or
it's to provide themselves with added security.
To keep this in perspective, we have some 11,000 residential students
and probably about 367 different residential buildings. We do not find
that student WAPs create significant problems for us, much more often
the problem is the building itself and constraints on AP placement.
