Yale is doing something very similar to Ryan's solution. We have two sets of iPads that we configure for specific class usage (profs apply to use the set for the semester via a formal proposal process every semester). We use volume licensing and the different groups that are "sponsoring" a class' iPad app purchasing needs buys an iTunes gift card. From what I can tell watching my office-mate, an image is decided on and then each individual iPad is configured with the set of apps for that class. It's a tedious process and the multi-iPad-image installer machines are being investigated.

We have one account but each iPad is named differently. The iPads are maintained through Library IT (which is separate from central ITS) and checked out through the Library. Each student is responsible for their iPad until the end of the semester, when they check it back into the Library (just like a book).
