we did the volume pricing with a starting amount of $500 for approximately 20 iPads... the credit does not expire and the process is very scalable

We create Apple IDs for each iPad and create an email alias to go along with it. The email alias is linked to the associated department head's email account. The departments purchase iTunes cards and put credit on the Apple IDs. When apps are purchased, the department head gets an email showing its cost. 


We have a small number of iPads and this method probably won't scale well. We can do volume licensing, but we don't have enough iPads in each department to make that useful.
