This is never a popular question when I ask it, but I must on behalf of your students. Don't they already pay for printing? Don't their fees pay for printers, paper, toner, and the staff to maintain them?
Once you add a new, additional fee for printing, will you give the students a rebate on their former fees?
Would it be more appropriate to state that you want to either "increase their costs for printing by adding an additional fee" or that you want to "find a way to reduce wasted resources, for example by requiring the release of print jobs"?
A lot of this is beyond the students' control. At least at our school the library has reduced the purchase of books by scanning and posting PDFs which the students then must print. The budget has simply transferred from library (book purchases) to IT (printer and supply purchases). Similarly, the library reduced the number of paper journals and subscribed to online databases of journals which the students then print. And now we're moving into an age of ebooks where students will download books and guess what -- print them on public printers. This is another budget transfer from the students' wallets (paper book purchases) to IT (printer and supply purchases). These transfers should not be made in a void where budget reallocations are ignored.
I think the entire discussion of printing costs needs to be reframed.

Hi All,
We are considering charging students for printing in out lab and are exploring several different methods. One would be using the students id card and a swipe card reader mounted to the printer. Another would be use third-party software and Active Directory to charge back to the students account.
Does anyone have a system in place that they can recommend.
