we are using Paper Cut in a NON-AD environment and it works well for us also.

Hello,
We use papercut. It allows us to integrate with AD and give all the students an initial balance. They can also buy coupons in the bookstore for additional pages. The coupon production and redemption is all automated and built-in, so it's pretty hands-off.

We use Pharos, which does the first thing you ask. There are terminals at each printer where they can swipe their card. They get a certain quota of money each semester and then they have to manually add money to pay for printing once they run out of what we give them.
It works quite well and has allowed us to allow students to print to our printers from their own computers. Previously, they had to print from a college-owned computer.
