I've never looked at it as "overcommit" - but equal division. If only
two of you are sharing the network, each gets half of the bandwidth. If
100, you each get 1%.

That said, I've not had the opportunity to run a NetEqualizer; we've so
far done this sort of thing with DPI boxes like the Packeteer on dynamic
partitioning, for instance.
