Hi Susan,
At a previous institution I worked at, reimaging was the default solution to almost every issue, and people learned to hate having to reimage (as a time suck for them) so it made them more conscientious of what they were doing. Not sure if I would advocate that solution for everyone, but it did work for that campus.
I think you have to have a policy about using college resources for non-business use but that's a really hard policy to enforce, and you may not always want to be strict about it. With people working nights and weekends to keep up with workload, lines between business and non-business can blur. I think when you say you don't want to completely lock the computers down, you're recognizing that that's a balance you have to keep.
Maybe instead of focusing on the timesink of reimaging, focus on the risk to the college in what's happening. Do you have outreach / security programs for your campus users? Is there a peer institution that had to deal with the fallout of something happening to a laptop - either malware, or theft, or something that happened when being used for non-college business -- that might be a teachable moment for your customers?
