We use Anagran <http://anagran.com/solutions/p2p_traffic_control.htm> to
address QoS. The basic concept is that it is protocol agnostic and only
meters traffic based on the number of simultaneous connections. The
idea being that there is a portion of the bandwidth in a box for users
with large numbers of connections. Regardless of what those connections
are, if they go above that threshold, the user ends up in the box and
they share the bandwidth available to the box with everyone else in it.
Normal users share the remainder of the bandwidth.
As for DMCA complaints, we use an internally developed semi-automated
process that restricts network access for devices receiving a copyright
complaint and directs users to a 'resolution' page, whereby upon
successful resolution, they are automatically given back full access.
The process is slightly modified for people receiving further
complaints. I can direct you to our Information Security Office if you
want to talk to them a bit more about how their process evolved.
